Introduction
Students examine the Australian Government’s 2019–20 Budget. They explore the size and composition of estimated revenue, distinguish between direct and indirect taxation and form a judgment on the relative merits of indirect taxes in relation to equity. Students also explore the relative significance of estimated government spending in relation to its different functions and draw conclusions about how government spending corrects market failure and improves the allocation of resources.

This sequence is intended as a framework to be modified and adapted by teachers to suit the needs of a class group.
- Students read the explainer. Encourage students to take notes using the Cornell note taking strategy.
- Discuss high level findings, such as:
- What are the 3 main sources of government revenue?
- What are the differences between direct and indirect taxes?
- Which of these taxes is most important as a source of revenue?
- What are the 3 most important areas of federal government outlays or expenses?
- Students complete the worksheet.
- Discuss student responses to the final question: How does government spending work to correct market failure and improve the allocation of resources? Give examples.
